Where do I start with chassis setup?

From what I've picked up, a lot of karts still have the last owner's widths and caster left on them so you're rarely starting from a blank chassis. If the tires are not even in a consistent pressure range yet, is there much point in changing those chassis settings or does that just mix the two together so you can't tell what actually helped?
