Vortex Rok engine refuses to start

Coil air gap is the first check. Mine only fails from cold. Hot it fires immediately, cold it just cranks. Spark looks present so I'm not chasing that. Haven't measured the gap yet. Choke not seating would do the same thing. Worth checking the gap first or is it usually fuel?
