Identifying engine, plus the problems it has

Starved of fuel when this 125 two-stroke is cold. Starter barely turns it on the small 12 volt pack under compression. Cracked pulse line to the pump would give a dry cylinder. Or is it just skinny cables dropping voltage at the starter?
